With bInvestigate set on a Unit, it will be capable of revealing details about Rival cities to you when it is at the City itself. This means you can see what the enemy is building, how they have their Specialists assigned, which Tiles they are working, and all other information typically only available to the controlling player of a city.
In order to be of any use however, the unit must be capable of getting inside the Rival City. That typically means you need to be at Peace with the other Civilization, and the unit must have access to the Rival's Territory, either by Open Borders agreements, Invisibility or the bRivalTerritory flag being set on the unit as well. Additionally, if the Unit is Hidden Nationality, or one of the units in the Rival City is, the unit will have issues with getting into the City.
